Legislation: you have to comply with all the current legal regulations

Certified firewood complies with the current legal regulations in the whole productive chain. This means that firewood which has the label of SNCL is sourced from woods which follow a forest management plan approved by CONAF. It also means that the dealer, who sells the firewood, pays taxes and complies with current labour legislation. He issues a bill or invoice, so that the customer has the same rights as buying other energy provisions as paraffin, gas, petrol or diesel.

Origin of firewood: it must come from a forest that follows a management plan

This is an essential part of certified firewood and one of the main priorities. Certified firewood is sourced from native woods which follow a forest management plan approved by CONAF.
What does it mean to have a management plan?
It means that the use and exploitation of the renewable natural resources from a certain territory are regulated in order to get the maximum benefit out of it, guaranteeing at the same time the preservation, conservation, improvement and growth of those resources and their ecosystem (Law Decree N° 701, article 2)

Quality of firewood: it must contain no more than 25 percent humidity

Humidity is always a problem with firewood, because a high percentage of humidity causes serious problems of pollution. If you burn humid firewood, combustion is bad and more smoke than heat is set free. This means it is not efficient because it burns much quicker causing the consumer an additional cost. For this reason, SNCL has set as a standard that firewood should contain not more than 25% of humidity. This would reduce considerably the amount of pollution which goes into the air.
Therefore firewood uses the label of SNCL certification and helps this way to protect our environment and the health of the people.

Consumer information: you have to provide precise and correct information about the product

The majority of the firewood dealers do not give you a bill or a receipt. This means that the consumer is not able to demand his rights. Whereas the dealers who sell SNCL certified firewood do give you a receipt and the buyer can therefore demand all his rights according to the current legislation.
If there should be any questions or complaints, SNCL has set up a mechanism to answer them. If you should not be happy with your purchase, the internal and external procedures are there to solve your problem. But the most important consumers’ right is to get and to demand all the information necessary to make the right purchase. If you buy certified firewood you have all the rights to make your choice and buy good firewood.

Introduction

Firewood is the second source of energy in Chile representing almost 20% of the primary energy matrix. Millions of homes use firewood for cooking and also for heating, especially in the southern part of the country, but also a large amount of firewood is used in the central zone.

Nevertheless, the firewood market is not regulated, which causes serious problems, such as the indiscriminate deforestation of native woods, air pollution because of the sale of humid firewood, precarious work conditions, tax evasion and the non-fulfilment of the consumer laws, among other disadvantages.

To overcome this situation, regulation is needed, and so the National Firewood Certification System (SNCL) was created as a voluntary alternative for all the firewood dealers. It is a civilian initiative and gathers together public as well as private organisations in order to regulate the firewood market in Chile. It is based on four principles which are the pillars of SNCL: the protection of native woods, the fulfilment of work and forest legislation, decontamination of the air and consumer rights.

The public institutions which belong to SNCL and are part of the National Council are:

  • National Forestry Corporation (Corporación Nacional Forestal, CONAF)
  • National Commission for the Environment (Comisión Nacional del Medio Ambiente, CONAMA)
  • National Consumer´s Service (Servicio Nacional del Consumidor, SERNAC) and
  • National Tax Authority (Servicio de Impuestos Internos, SII).

Whereas the private institutions belonging to SNCL are:

  • Association of Forestry Engineers for the Native Forests (Agrupación de Ingenieros Forestales por el Bosque Nativo, AIFBN)
  • Department for Social Action of the Diocese of the city of Temuco (Departamento de Acción Social del Obispado de Temuco (DAS),
  • Trade Association of Native Woods Ñuble (Asociación Gremial Bosque Nativo Ñuble) and
  • The University Universidad Austral de Chile.
